Small black dog found on Rolling Rock

Michelle found a small male dog on Rolling Rock this morning with a retractable leash attached to his collar. The collar has a tag from a vet in Cockrell Hill, but unfortunately, the vet's office is closed today. Michelle is not sure of the breed, but he is black with white on his ears and back.
